Gareth Thomas MP, Labour’s Shadow Universities Minister, commenting on David Willetts saying universities will only be able to charge £9,000 tuition fees in 'exceptional circumstances', said: 

"This is bare-faced cheek from David Willetts. If this Tory-led government were really concerned about students being charged fees of £9,000 a year then they wouldn't have passed the legislation allowing universities to do so in the first place. 

“This unfair policy is unravelling more and more by the day - its clear they haven't done their costings properly."
