Sadiq Khan MP, Labour’s Shadow Justice Secretary, responding to Nick Clegg’s speech to NACRO, said:
“More than three years in to this Government, and their plans for a rehabilitation revolution have failed. Instead of tackling re-offending the Tory-led Government, propped up by the Liberal Democrats, is destroying our local probation services and centralising commissioning of services from Whitehall.
“In place of the partnership model so crucial in rehabilitating offenders, the Government is imposing an untried and untested gamble with payment by results, relying on the same organisations that have proven unsuccessful in delivering the Work Programme and security at the Olympics.
“The evidence from the Work Programme is that rather than small charities, voluntary groups and mutuals getting the contracts these went to a small number of very big companies. History looks like repeating itself with these plans.
“Major changes of this nature should be piloted to see whether they work. Labour would build on the strengths of local links and partnership working between public, private and voluntary groups whereas the Government’s plans will fragment the supervision of dangerous offenders risking public safety as a result.”
